Franks is former chairman of the State Bank Group, consisting of eight community banks across McHenry County. He was a member of the Illinois General Assembly for nearly two decades. Focused on the business community, he led trade delegations to countries like Turkey and Cuba. He worked tirelessly to boost exports from IL and investment and trade revenue coming into the state. Upon retirement from the Illinois General Assembly, Jack Franks was the first ever popularly elected chairman of the McHenry County Board. His efforts successfully reduced property taxes countywide and helped decrease the County Board size by 25% and instituted term limits for county board members.
